Electronic Payroll Submission becomes Mandatory

The electronic submission of payroll has now been made a mandatory requirement as per SI 44 of 2011 of the Income and Non-Monetary Benefits Tax Act 2010. All employers with a workforce of 25 employees and over must submit an electronic version of their payroll on a monthly basis to the Seychelles Revenue Commission (SRC).


What is the effective date for the mandatory electronic payroll submission?
The mandatory requirement for the submission of the payroll electronically becomes effective as of July 2011. This means that all July 2011 payrolls, due for submission by 21 August 2011, must be submitted in an electronic mode to SRC. SRC will no longer accept payrolls featuring 25 employees and more in hard copies.

What are the various electronic modes for the submission of payroll acceptable to SRC?
The electronic submission of payroll can be done in either of those 2 modes:
  • Online via the Taxation E-Service or
  • On a USB Pen Drive.
All payrolls should be in the format as prescribed under the SI. A copy of the acceptable payroll template (Income Tax Payroll Template 2011) can be downloaded here or be sent via e-mail on request. No other formats should be used.

What is Taxation E-Service?
Taxation e-service is an online application that facilitates taxpayers’ compliance with regards to the monthly submission of their payroll by allowing them to submit their payroll online. The Taxation e-service facility is accessible through the Government E-Service Gateway. A link is available here.

Employees wishing to make use of this facility must visit the Advisory centre at Oceangate House or the SRC offices on Praslin and La Digue to get registered and be shown how to use the facility. The submission of payroll via the Taxation e-service offers the following benefits:
  • Employers can submit their payrolls at their own convenience. The Taxation E-Service can be accessed at any time during the day on a daily basis.
  • The Taxation e-service is a secure way for submitting payroll – SRC will issue the registered employer with an e-ID, a password and an access code for security.
SRC is therefore encouraging all employers to register and make use of the Taxation e-service for the submission of their payroll.

Submission of payroll via a USB Pen Drive
Businesses with 25 employees and more can alternatively submit their payroll on a USB Pen Drive. The payroll will be copied and fed in the SRC system and the USB returned to the agent or employee right away.

For those employers opting for this mode of submitting their payroll should note that this facility will only be available during the SRC office hours (from 8am to 4pm).

Again the payroll format used should be as specified by the SI. No other format should be used.

Can an employer with less than 25 employees submit the payroll electronically?
An employer with less than 25 employees can choose to submit either an electronic or a hard copy of the monthly payroll.
